According to Article 2 of the "Chongqing Municipal Government Procurement Center Framework Agreement Solicitation Document Removal Rules" attached to the "Chongqing Municipal Government Procurement Framework Agreement", the collector has the right to remove the supplier (agent) if the supplier (agent) has the following circumstances:
(1) Within thirty days from the date of determining the supplier for the second phase of the transaction, the government procurement contract is not signed with the purchaser in accordance with the matters determined in the purchase order;
(2) Failure to perform in accordance with the matters confirmed by both parties in the purchase order (purchase contract);
(3) Subcontracting or subcontracting the confirmed execution of the purchase order (purchase contract) to other suppliers without authorization;
(4) Providing counterfeit and shoddy goods or unauthorized replacement of accessories, lowering the configuration, and passing off inferior products;
(5) Providing counterfeit registered trademark goods, non-original and pirated goods;
(6) Giving up the second-stage transaction qualification or refusing to sign a government procurement contract with the purchaser without justifiable reasons;
(7) Entering into a separate agreement with the purchaser that deviates from the substantive content of the purchase order (purchase contract);
(8) Bribery or other improper benefits to financial departments, procurement units, municipal procurement centers, operators and other relevant personnel;
(9) Malicious collusion with other suppliers, operators, municipal procurement centers, procurement units, financial departments and other relevant personnel;
(10) Using system vulnerabilities or other hacking methods to invade the system;
(11) Other violations or violations of the principle of good faith as determined by the relevant procurement units.
