On June 10, the Ministry of Industry and Information Technology issued the "Implementation Opinions on the Innovative Development of "Artificial Intelligence + Information and Communications".
The Ministry of Industry and Information Technology stated that the "Implementation Opinions" were formulated to implement the "Opinions of the State Council on the Deep Implementation of the "Artificial Intelligence +" Action", seize the development opportunities of artificial intelligence, and promote the innovative development of the integration of artificial intelligence and information communications.
From the content point of view, the "Implementation Opinions" systematically proposes development goals and key tasks around key directions such as information and communication infrastructure upgrades, network intelligent evolution, optical communication and computing power base enhancement, and industry application integration, emphasizing the collaborative advancement of technological breakthroughs and scenario implementation to accelerate the construction of an industrial ecosystem with deep integration of "artificial intelligence + information and communication".
1. Overall development goals
The "Implementation Opinions" mentioned that by 2028, artificial intelligence and information communications will initially establish an innovative development pattern that integrates and promotes each other. Information and communication intelligent operation and service capabilities have reached the international advanced level. Information and communication networks have initially achieved high-level self-intelligence, forming more than 30 high-value typical scenarios, and creating a number of typical applications and characteristic intelligence. Information infrastructure such as networks and computing power supports the further improvement of artificial intelligence capabilities, and the coverage rate of the 1 millisecond delay circle of metropolitan computing power is no less than 75%.
By 2030, significant breakthroughs will be made in the key core technologies for the integration of artificial intelligence and information and communication networks, the integrated service capabilities of synesthesia, computing and intelligence will be greatly improved, and a complete collaborative innovation and industrial ecosystem will be formed. "Artificial intelligence + information and communication" will enter a new stage of development featuring technology leadership, industrial prosperity, safety and reliability, and intelligent inclusiveness.
2. Promote the evolution and development of information and communication intelligent technology
Focusing on the intelligent upgrading of information and communication networks, the "Implementation Opinions" mentioned that the focus is on the integrated development of 5G-A/6G, new generation optical networks, "IPv6+", industrial Internet and other fields with artificial intelligence. Focus on carrying out research on new network architectures driven by artificial intelligence, and strengthen research on a number of key core technologies such as mobile communication air interface intelligence, network high-level self-intelligence, network endogenous intelligence, space-based computing networks, and intelligent Internet.
3. Accelerate the improvement of the intelligence level of network equipment
At the network infrastructure level, the "Implementation Opinions" propose that intelligent computing power should be deployed in core network equipment, routing and switching equipment, broadband access servers, optical transmission/access systems, security gateways and other network equipment, and artificial intelligence algorithms should be used to enhance the business sensing, scheduling, optimization and security protection capabilities of network equipment.
4. Consolidate the network and optical communication support base
In terms of basic network capabilities, the "Implementation Opinions" proposes to accelerate the construction of 400Gbps/800Gbps and other backbone transmission networks and optimize network transmission channels between hub nodes in the eastern, central and western countries. Orderly promote the application of high-speed optical transmission system equipment such as 400Gbps and above in the metropolitan area and all-optical crossover. Optimize the layout of Internet backbone direct connection points and new Internet exchange centers to improve the quality of data transmission between networks. Simplify the core to edge network levels, improve the layout of computing power access networks in key locations, and build millisecond-level low-latency computing capabilities in the metropolitan area.
Strengthen the research and development of high-end optoelectronic chips and devices: Strengthen the research and development and verification of technologies and products such as high-speed optoelectronic chips, high-speed forwarding/switching chips, all-optical switching devices, and optoelectronic co-packaged devices, conduct experiments on optoelectronic hybrid networking technology, and accelerate the maturity of technical solutions. Strengthen research on optical and electrical interconnection technology for intelligent computing super nodes, and carry out intelligent computing network technology and product verification.
Strengthen the research and testing of wide-area intelligent computing network transmission technology: increase the verification and implementation of technologies such as wide-area lossless networks, task-based scheduling, and computing network operation and maintenance agents, improve inter-computing network scheduling capabilities and transmission efficiency, and reduce bit bandwidth costs.
5. Improve network intelligent computing service capabilities
In terms of network service capabilities, the "Implementation Opinions" proposes to enrich various types of dedicated lines such as optical transport network dedicated lines, passive optical network dedicated lines, and IP dedicated lines to achieve rapid service provisioning and flexible scheduling. In response to the uplink bandwidth and delay needs of agents, embodied intelligence, etc., improve the uplink bandwidth configuration of optical fiber access networks, promote the deployment of 5G-A networks that support large uplink capabilities, optimize network experience, and reduce end-to-end network latency.
At the same time, it optimizes network resource scheduling capabilities, provides service models such as flexible billing on demand and time-sharing sharing, and realizes the rapid opening of end-to-end dedicated lines and rapid bandwidth adjustment through segment routing, optical business unit/small particle optical transport network and other technologies.
6. Empower vertical industries to improve quality and upgrade
At the application level, the "Implementation Opinions" proposes to cultivate a group of industrial intelligence agents, promote the integrated development of network solutions + industry large model comprehensive information services, and accelerate the scale promotion of 5G/optical network + smart transportation, intelligent equipment inspection, industrial visual inspection and other applications.
